How do I delete a row within a PDF document so there is not a blank space left after I delete the text within the row I want to delete?

Basically you don't. PDF is not a Spreadsheet or Word Processor file format (see ISO 32000 for a description of what PDF "is").

After enjoying some long winter eve's reads of the ISO standard you'll come to realize that PDF has no "tables", "rows", "columns", ...

Content objects are "painted" to the PDF page "canvas" --- kinda sorta a paint by numbers thing.

With that said you could use Acrobat Pro's redaction tool to slick content. Might not be as elegant as you'd like but if done correctly the content is gone (for sure, absolutely, for ever).

          Be well...
