Have you done the uninstall/reinstall of QuickTime 7.7.8 or tried QuickTime 7.7.6? And, with the free ccleaner (regular and registry parts) in between the uninstall and reinstall? CCleaner - Download
Well, I did every thing you propose me..... replace QuickTimes 7.7.8 for version 7.7.6, clean with CCleaner, etc...
And re-install Premiere Element12... and it still stop at the same place

ExporterQuickTimeHost Bundle issue can happen in other Adobe products besides Premiere Elements.
Some suggest that ExporterQuickTimeHost Bundle can be a permissions issue. To test that possibility, first
delete the Adobe Premiere Elements Prefs file in the path
Local Disk C
and in the 12.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then you delete the whole 12.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives disabled so that you can see the complete given.
I did every thing you ask... un-install Premiere Element 12,
Clean Reg with CCleaner,
re-install Premiere Element 12, and stil stop at the same place
