Is it possible to lock an InDesign file but still allow it to be placed in another InDesign document?

We need to deliver a bunch of InDesign files to a client, which they will use to place it in another document. We're using InDesign because it turns out the effects we want work best there. We don't want the client to open the InDesign documents and change them, normally we'd deliver PDFs but PDFs get enormous because the effects get rasterised.

So is it possible to somehow lock an InDesign file so the client can't open it, but still leave the file functioning to be placed in another InDesign file?
