You can not port an in-progress project from Premiere Elements to Vegas.
You'll need to export your finished (or partially finished) project as a video and send him/her the video. He'll be able to edit that video but he won't be able to edit the parts that made up the video, like the titles, effects, etc. Make sense?
If so, how you output your file depends on some factors.
Which version of the program are you using and on what operating system?

I am using Elements 13 on Windows 7 and we are going to Vegas Pro 13 on Windows 8.1.
If it's high-def footage, use Publish & Share/Computer/AVCHD with the 1920x1080 30 M2T preset. (If this is PAL high-def, use the 1920x1080 25 M2T preset.)
For your consideration....
What are your project settings in Premiere Elements 13 project - for 1080i or 1080p.
If 1080p30 and not 1080p60, I would suggest that you consider for your file destined for Vegas - progressive rather than interlaced
Publish+Share/Computer/AVCHD with Presets = MP4 H.264 1920 x 1080p30 if NTSC setup and MP4 H.264 1920 x 1080p25 if PAL setup.
And, based on my experience with Vegas/Movie Studio, I would not.
But it's up to you.
