The challenge may be that you're using a USB-connected DVD burner rather than one that's a permanent part of your system, and that may be why Premiere Elements is having trouble finding it.
If so, the easiest solution is to burn an ISO file of your DVD to your hard drive rather than burning directly to a disc and then use the free download ImgBurn to create your DVD from the ISO (assuming it sees the DVD burner). Although this seems like extra steps, there are a number of advantages to doing things this way (I detail them in my book on Amazon, if you're interested) and it really takes about the same amount of time.
As far as internal disc burners, virtually any burner that's compatible with Windows 10 will work with Premiere Elements. No need to stick to the "approved list".
Please explain when you say that you cannot burn DVD from Premiere Elements 14 (what computer operating system)? Can I assume Windows 10 64 bit, or Windows 7, 8, or 8.1 64 bit? What are you doing - burn to DVD-VIDEO on DVD disc or AVCHD on DVD?
The other day I installed Premiere Elements 14 on Windows 10 Pro 64 bit. The setup does not come with an internal burner. I tried to use two different USB external burners. Each case, Premiere Elements did not recognize the burner. In each case, after I renamed the burner drive letter (in Manage/Disc Management), the burner was recognized and successful burn to DVD-VIDEO on DVD disc and AVCHD on DVD disc were possible. (I used a replacement drive letter toward the bottom of the alphabet.)
Previously for others I had been suggesting uninstall/free ccleaner run through (regular and registry cleaner parts), reinstall with antivirus and firewalls disabled to resolve the burn not recognized problem. That worked for several. The renaming of the drive letter as described was something that I just ran across in my own work.
If the burner recognition is not the issue and just burn failures, then I would ask you to look at the burn to DVD problem with and without the preference "Use Hardware Acceleration (works on Intel HD Graphics 2000 and newer)" enabled in Edit Menu/Preferences/General.
