If you are making tutorials for YouTube, a better program would be Adobe Captivate or Smith Micro's excellent Camtasia. These are programs which record video of your computer screen and are designed specifically for creating tutorials.
On the other hand, Premiere Elements is an excellent choice for editing GoPro video.I'm sorry you don't find the program intuitive but, as with any editing program, it does take some time to get to know. The program includes many tutorials and Guided Edits, and I've created a free 8-part Basic Training tutorial series that may help you get started.
Premiere Elements 13/13.1, assuming Windows 7, 8, 8.1, or 14 64 bit.

Now error become bemerktbar, as e.g. that the software does not notice that the current Uptdate is already installed, and thus run an update would like to make.
If the program is asking you to update to 13.1 when you already have 13.1, then the suggestion is to update the Application Manager.
2. As for suggested workflow....export your Premiere Elements 13/13.1 1920 x 1080 Timeline content to file save to the computer hard drive, using Publish+Share/Computer/AVCHD with Presets = MP4 H.264 1920 x 1080p25. Then upload that file to YouTube at the YouTube web site.
The Premiere Elements built YouTube feature has limit 2.2 GB/15 minutes and does not support YouTube extended time accounts. So, if your tutorials are over 15 minutes, you will have to go the export to file to YouTube at YouTube web site route where you can get and use there a YouTube extended time account.
However you do screen captures, just make sure that what is brought into Premiere Elements as source 1920 x 1080 does not have a variable frame rate. Look for 3 frame rates in MediaInfo video properties read out to rule that in or out. MediaInfo download | SourceForge.net Video with screen capture software origins can have codec and other problems in Premiere Elements.
