    2 Color Thick-Thin Stroke

Is it possible to have two different colors on a thick/thin stroke? If so, how?

You can add a second color in the gap, or paste the first frame into a second frame that's a little larger and give each a regular solid stroke in different colors and weights.

The stroked portion in InDesign would need to be the same color, but you could choose a different color for the gap color.

In Illustrator, where you can stack fills and strokes to follow a path, you don't have that limitation. If you're creating a border, you could create it in Illustrator to the exact size with stacked colored strokes, save as an AI file, and place to size in InDesign.
