I did what you advised me, but App still reject to restart.

I am strictly an Elements Windows user, but I will offer some comments looking for so some common ground between Premiere Elements Windows and Mac problems.
How recently did you purchase Premiere Elements 13 from the Mac App Store? What is the return/refund policy of the Mac App Store in this regard?
If you have a window of opportunity for return/refund, I would consider it and then decide alternatives.
From the situation that you describe, I suspect an activation/licensing issue. Have you discussed this matter with Apple Support since I believe that Apple controls the licensing of this type of product.
Have you gone through the usual routine
a. Does the problem exist with the antivirus and firewalls disabled?
b. Is your video card/graphics card driver version up to date according to the web site of the manufacturer of the card?
c. Is QuickTime up dated on your computer?
d. What Mac operating system are you using?
