Absolutely! In fact, it was developed with Windows 10 in mind.
There is a distinction between what Adobe has tested and published in its System Requirements documents and what really does work on Windows 10 64 bit.
I have used Premiere Elements 14 and as early as at least Premiere Elements 7 on Windows 10 Home 64 bit and Windows 10 Pro 64 bit without problems.
If the timing is right, please look at the free 30 days tryout from Adobe or, if you purchase, remember you have 14 days from the date of purchase to ask for a return/full refund
or whatever the terms of purchase for special sales.
