I have PS CS6 on my computer after upgrading from Windows 8.1 to Windows 10 then W10 1511 but I haven’t tried to install it, new.
I have no idea about LR 3, sorry, but LR 5 and LR 6 seem to work for me.
The main problem with Windows 10 is the video drivers are less mature so GPU functions can cause crashes. Those are mostly alleviated by turning off the GPU if there is a problem.
LR 6 is the first to use the GPU but PS has for quite a few versions, already, including CS6.
This is Adobe’s statement about compatibility and it is only for the currently sold products:
We have not tested Lightroom 3 with Windows 10.
You should be able to use Photoshop CS6 on Windows 10 computer.
I would suggest you to install the applications and try to use them.

I’m guessing he has the applications already installed on a previous version of Windows and is wondering whether upgrading to Windows 10 will break them.
