Sorry, I am using both the latest premiere pro cc and after effects cc. I'll get the exact versions when I get home tonight. i played with this all day yesterday and I may be on to something. When I import that particular video, which is off a GoPro at 48fps. It errors due to the frame rate which imports as something like 47.9251. I played with changine it around ( 48fps, 47.951, 48.95 etc...) until it would finally let me work the file. I then pulled it in externally, not with premiere, only a handful of frame rates would actually allow the text to attach to the ground correctly, other times it just wouldn't. I used the same settings and pulled the clip out of premiere, I followed the same steps, but it just would not work right. something to do with the frame rate I imagine, but cannot comprehend how to make it work.
Try transcoding the footage to an intermediate codec in the Adobe Media Encoder.
