Have you gone through all the suggested troubleshooting in the prior 1935 error issue that you cited? Are you saying that you went through the works and like the user could not get beyond error 1935?
Often problems with the same symptoms can (often do) have difference causes. So best try the suggested troubleshooting specific to your situation even if those suggestions did not work for the other Premiere Elements user with the 1935 error.
In the case of the other user, the jump was made from 12 to 13 for troubleshooting purposes. You might do the the jump from 12 to 14 just for troubleshooting purposes.
In the other user's case, the error was gone in 13, but 13 was reported to be unstable.
Please consider and then we can decide what next.
I did do the troubleshooting steps. I am downloading 14 now. I suspect it will install OK but not sure what that will tell me. At the end of the day I need to install 12 since that is what my license is for.

14 is being looked at for troubleshooting purposes only to rule in or out version issues versus a computer issue. It is best not to take anything for granted. Suspect can get us in more trouble.
Please confirm - have you ever installed this Premiere Elements 12 on your computer, uninstalled, and are now trying to reinstall it? Or is this a first time install of this license on this computer?
Tried the newer version and it installed fine.
This is a new install of 12 - first time on this computer.
Any ideas? Just sucks when you buy something and it doesn't work.
Maybe just wishful thinking but after you installed 14, did you close it and try to install 12 again?

One classical approach at times like these is to create a new user account with administrative privileges. Then try to install and run Premiere Elements 12 in this new account.
I will think about this some more.
