OS windows 10 Pro

With PP it seems like it uses more but not all system resources. But with AE ...never ever ever. For example right now I am doing a camera tracker. It's using 2% cpu, 0% gpu, 2 GB RAM .... not seeing where the bottle neck is. Everything is running on SSD also so that shouldnt be a problem. Anything I should look into specifically?
Windows 10 is an early beta.
If you're using AE 2015, that's an alpha level build.
Try Windows 7 and AE 2014.
A E builds one frame of the time. When that frame has rendered it starts on the next one. With its current architecture building one Frame at a time and AE will never use 100% of the memory or the CPU to render a frame on a modern system. The good news is they're redoing the entire render pipeline so I expect AAA will be much more efficient fairly soon.
