Generally all you need to do is ensure the desired language is set in the Creative Cloud app preferences prior to installing products. All products installed should match the language preference setting in the Creative Cloud app. If you change the language preference setting currently installed products will need to be reinstalled to reflect the language change.

We have done that, about 10 times. The support has remote controlled the computer in question and reinstalled the apps. I can safely state that the origginal issue has been tested thoroughly, without success.
BUt now it is impossible to follow the suggested guide lines. The Creative Cloud Desktop does not launch. Not even after uninstallation followed of reinstallation of the Desktop application.
so I am sorry, Dave. Your kind suggestion doesn't help.
