What computer operating system?
There is no option in Premiere Elements 14 to burn an .Iso image directly to a DVD disc or Blu-ray disc..
Once the DVD-VIDEO Iso image, AVCHD Iso image, or Blu-ray Iso image is produced and saved to a computer hard drive location, you take the Iso image to disc using a 3rd party software, if Windows, ImgBurn.
When you are in Premiere Elements 14 Export & Share/Disc/DVD, AVCHD, or Blu-ray, make sure that you have the following fields set for what you want to do.
By default, Type: is set for Iso Image. If you want, burn to disc, then you set Type = Disc. So, check your
to make sure they are consistent with what you want to do.
If you are not using an Intel HD Graphics 2000 and higher video card/graphics card, then remove any check mark next to the Hardware Acceleration preference in Edit Menu/Preferences/General.

Are you saying that you can burn to
ISO Image (4.7 GB)
but, if movie menu used in project, there is no iso file found for the burn to ISO Image (4.7 GB) or content found on the DVD disc when burn to Disc?
And, are you also saying that it does not make a difference to the problem with or without a check mark next to the preference "Use Hardware Acceleration (works on Intel HD Graphics 2000 and newer)" found in Edit Menu/Preferences/General? Typical this preference is involved in the type of situation that you are describing. And, since you have a NVIDIA GeForce card, you would remove any check marked next to that preference.
If all above is the situation and the problem is continuing, what Movie Menu theme are you using? How many Timeline markers and how many main menu pages and scene selection pages? What is the size of your project as indicated by Space Required and Bitrate in the Export & Share/Disc/DVD burn to area?
If you have Premiere Elements 10 still installed on your computer but closed, please consider leaving it there for now and troubleshooting 14.

1. Look at the placement of the Timeline Stop Markers. If you have a Stop Marker at the end or near the end of the last clip on the Timeline, remove it.
It is not needed there and causes burn to failures.
2. At the Timeline level, is the spacing between the Main Menu Markers at least 5 frames apart?
3. At the level of the Movie Menu theme customization area, are the buttons too close together so that you are seeing red frames around the too close buttons?
4. Have you tried another Movie Menu theme and still have the same problem?
5. Have you confirmed that the problem affects all projects? If you open a new project, does the problem exist?
