Which version of LR are you using.
You need to transfer your catalog and images on the new user account.
Once you have all images and catalog on this new user account, considering images linked properly, you should be able to see your collections.
And also make sure that there is no broken link in the catalog and the images, if while transferring the data to a new user account use this link to find missing images

This is on the same computer, using the same Adobe Login.
The only difference is that I had to create a new user account on the COMPUTER.
Long story short: Windows 10 perma-cashed my start menu, and the only way to get it back was to create a new login.
When I logged into Adobe CC it updated Lightroom and Photoshop, however it did not restore any of my work. (Something I would expect of a cloud based service)
As I indicated in my first message, "The file paths are all the same" Perhaps I would have been more clear to say, the original photos are exactly where they have always been.
The only thing missing is all of the edits I did on those thousands of photos.
Fortunately a little more research yielded the information I needed.
In fact, it was as easy as copying the '.lrcat' file from my old user profile to the new one.
Kudos to Adobe for making it that easy.
