I tried creating a new user with Admin right but got the same. I monitor Windows processes on Task Manager and see that the Lightroom process starts for seconds, then disappears.
Do you have any other ideas?
Is there any anti virus installed in the machine, if yes then try disabling it.
Also try in safe mode.

I've tried uninstalling my McAfee and boot Windows in Safe Mode. They could not solve my problem. I still saw the Lightroom process started and stopped in a few seconds.
There is no problem with my Photoshop. It can be started in normal mode and Safe Mode, with and without antivirus installed.
I am having the exact same issue after receiving a large update to Windows 10 yesterday! I've followed almost every recommendation and still it will not launch and will show initially in task manager and then goes away... I wish I could find the answer to this issue!
This is to update on my issue. I've contacted Adobe Support via chat and they were able to solve my problem. Now I can start Lightroom properly.
The solution is to uninstall .net all versions and reinstall them. I have many versions of .net installed on my machine (2008 - current version, 32 and 64 bit). The Adobe staff helped me uninstall and reinstall .net remotely. After that, Lightroom can start perfectly.
