Beyond Acrobat or Reader, there is nothing you can do but advise the user to view it one of those.

Could I rework the entire design somehow to work across readers? Anyway of maybe flattening the lot?
I am amazed that the adobe online publisher is not able to publish content created on its own material correctly. I could have at least sent the link instead of the document.
There’s a limit to what kind of transparency support you can get with HTML. That said there were some nice improvements made with today’s 2015.2 update. Have you installed it?
If it’s that “freaking terrible” then bring it to the attention of the developers of the subpar readers out there.
Flattening it all will leave you with ugly stitching lines all over and boost the file size.
"freaking terrible" as I have spent a big chunk of time producing something I cannot digitally publish.
I'll have to test a few things and see. I might have to find a way for the blocks not to overlap, I can already imaging painstaking hours with the pen tool. Not sure that will be worth much.

Found a way around the issue. It's not the most amazing but it's quick and easy. The pdf was also much lighter
- Copy the industry
- Remove everything except background and blocks
- Save as jpeg
- Open original
- Make blocks opacity to 0
- Remove background and replace with jpeg
- Be happy
