When you add the clip to the timeline, do you see a waveform indicating audio on the clip?
What model of camcorder is your video coming from and what format is it?
Ja, jag ser vågformen på tidslinjen.
Videofilen som jag lägger upp har formatet mp4.
När jag lägger till berättarröst så ser jag vågformer men hör inget.
Go to the program's Preferences (under the Edit menu on a Windows computer) and select the Audio Hardware page.
Click on the ASIO settings and ensure that your speakers are selected as your Output.

What computer operating system are you using for Premiere Elements 14?
The "no sound" for your clip in Premiere Elements 14 Editor seems to be a symptom of the Sound System issue showing itself with no Speaker listing in your project's Edit Menu/Preferences/Audio Output Mapping. What are you seeing for Edit Menu/Preferences/Audio Hardware ASIO and Output? Do you see Speaker and is it enabled?
I would expect you to be seeing the following type entries whether or not you have a clip on the the project's Timeline yet. Consequently I am forced to suggest that we point first to your computer Sound System. I believe that you are not going to resolve any Timeline sound file properties problem until you workout the Premiere Elements Speaker issue.
The following is a screenshot from Premiere Elements 13, but is the same in 14 with regard to this matter.
Please confirm whether or not there are entries with or without your audio on the Timeline.
