Please try the steps below:
- Uninstall the Adobe CC desktop app (Creative Cloud Help | Uninstall the Creative Cloud desktop app)
- Reboot the machine.
- Install the latest version of Adobe creative cloud from the link: Creative Cloud Help | Creative Cloud for desktop
