I have the same issue. Just updated Windows 10 this morning, and now Lightroom doesn't open. Tried uninstalling, reinstalling, signing in/out, and no success. No splash screen or anything, just doesn't open. Any help would be appreciated!
Looks like both Ken and I are on Windows 10.
I am not getting an error message, it just doesn't open, doesn't even have the splash screen. I uninstalled and reinstalled from the Creative Cloud console (which is up to date). I also ran as administrator, that didn't work.
Same issue here with the new update for Windows 10...neither can't enter Photoshop.
I hope we can get an urgent solution. In my case, I need to work with both Photoshop and Lightroom programs!
I have solved this problem!
I was missing the msvcp110.dll and msvcr110.dll files after the new Windows 10 update.
Download Visual C++ Redistributable para Visual Studio 2012 Update 4
Then the file of your system if it is 32 or 64 bit.
Installed the file in this folder: C:\Program Files (x86)\Adobe\Adobe Creative Cloud\CoreSync\customhook
Double click the file and the problem is solved and you are able to enter Lightroom again!

Was getting dll error message but downloaded Visual C++ and that sorted out that problem.
Now Lightroom CC is opening the "Lightroom Catalog Upgrade" screen. I have tried every option in this screen. It shows "Catalog Updating" screen but then nothing.
I am using Window 10. It did a scheduled update yesterday morning and since then Lightroom CC will not open. It worked perfectly until this latest Windows 10 update. Photoshop CC is opening fine and so is Adobe Bridge.
I had Lightroom 6.3 installed but I have reinstalled so many times now and I can't find which version of 6 is now installed.

I contacted Adobe Support Chat, and Udit Tuli was brilliant, took control of my PC and sorted out the problem pronto. Thank you soooooo much for your excellent service. :-) Lightroom CC is again running at full steam ahead.
Launch "Visual C++ Redistributable for Visual Studio 2012 update 4" applet is unsuccessfully on lightroom, even after deinstallation and reinstallation of lightroom.
- DEEP deinstallation with "IOBit UNINSTALLER" of ALL creative cloud applications (Creative Cloud, lightroom CC, Photoshop CC)
- download of creative cloud and Lightroom CC
- launch "Visual C++ Redistributable for Visual Studio 2012 update 4" in folder ...\customhook
I'm able to enter lightroom again !
