I have Adobe Premiere Elements 14/Adobe Photoshop Elements 14.
I want to install the programs on a desktop for home use and a laptop for use when traveling - I never use both Elements 14 simultaneously.
When I update Elements (Keywords, tags and contents but not the Adobe programs itself) on the desktop I want this to be available on my Laptop.
The Elements update done on my laptop I want available on my desktop when home again.
Does Adobe have an advice how to do this / configure this as easy as possible?
-using (portable) usb disk for common files?
-using cloud disk?
Until proven otherwise, I do not see that Premiere Elements can offer the the sync-setting feature of Premiere Pro
Premiere Elements is not a Creative Cloud application, and Creative Cloud appears to be part of the Adobe sync-setting feature.
Consider the USB Flash Drive with the Copied Folder from project archiving a project for transfer to a second project on another computer.
If your source media are on an external hard drive, make sure that the drive has the same drive letter on both computers.
Also, special case when project archiving projects with disc menus included
As for the can and cannot do for Photoshop Elements, consider posting the question in the Adobe Photoshop Elements Forum to take advantage of the specialized expertise there.
