How to make a Permanent Library in Flash?

Hey! I'm new to flash (I have the latest version of Flash Professional CC), and I can't for the life of me figure out how to make permanent libraries (which are mentioned here: Flash Professional Help | Working with the library), or "that are available whenever you start Flash Professional." How do you do this?

I had never tried that feature, but what you can do is File/Import/Open External Library... and point to any FLA you have. The FLA doesn't get opened, but its Library does. You could create for example a Widgets FLA, which has every kind of utility movieclip you sometimes use. You would import that external Library, then in your new FLA you can place things from the external library. If you use something, it gets copied into the internal library.

If you did have it be that new FLAs always had every widget in the library right away, you would be wasting file space, unless you always go on to use every widget.
