If you have not customized enough the Photoshop after the recent update, then you can try resetting the Photoshop Preferences.
To re-create the preferences files for Photoshop, start the application while holding down Ctrl+Alt+Shift (Windows) or Command+Option+Shift (Mac OS). Then, click Yes to the message, "Delete the Adobe Photoshop Settings file?"

No, that did not work.
I looked at my application logs (go to Explorer, right click on the system, choose Mange, go to activity logs, applications) and it was an error starting up Photoshop. I reinstalled Photoshop and now it works.
