That is correct. When I downloaded lightroom monthly I thought photoshop was included, maybe it was not?
Have got ligthroom montly. Can´t get up photoshop in "create in..." only my old program Elements 12.

No, you need to download it individually from the Creative Cloud desktop App.
Open Creative Cloud
Go to App Sections
Look for Photoshop and click on Install.
