As an experiment:
click on the adjustment brush
make the bush really big
turn on the auto-mask
click on one of the hot spots (The really big brush should select lots of them.)
Use the adjustment sliders to tone down the hot spots.
I tried it but my brushes are acting funny today. The red glowing area where the brush is applied doesn’t want to go away; I’ll call Adobe tomorrow. The effect isn’t as strong as wanted. I was hoping to completely black out the hot spots, this only tones down the burned out areas, which are generally fairly small. I clicked on the link to mark “correct” but could find no correct option, no other options seemed to work either.

For the red mask, check the toolbar at the bottom of the screen (T to toggle the toolbar back on) for a checkbox.
