In short, Character Animator requires OpenGL 3.2 or greater. For more information regarding Character Animator's OpenGL support, check here: adobe.com/go/ch_opengl
Note new information on that page: Check that your monitor is not running at High Color (16 bit). If it is, switch it to True Color (32 bit). Right-click on the Desktop, choose "Screen resolution", click "Advanced settings", click the "Monitor" tab, then look for the "Colors" setting.
