No help, still don't start.
what do you see when trying to start lr?
It try to start but then nothing, process don't stay live. I did remove lighroom and done new installation, but still don't start. Win 10 64bit.
right click the executable and click 'run as administrator'.

I logged out from CC, then I try to run lightroom, it ask's to sign in CC, after that nothing
if you were successful resetting your preferences from message 1:
suspend your anti-virus and any anti-malware that might be shutting down lr.
if that fails, uninstall lr (clean per Use the Adobe Creative Cloud Cleaner Tool to solve installation problems), restart your computer and then reinstall.
if you were not successful resetting your prefrences, let me know.
All done, removed preferences, uninstalled CC, then reinstalled, still lightroom don't start, photoshop and bridge works fine
I would suggest you to check windows event viewer for error logs.
Follow below steps
Hold windows key on your keyboard and Press R key.
In Run window type eventvwr and click on Ok
In Event Viewer double click on windows logs and select Application.
Find the latest Error log for Lightroom and post it.

It seems to be an issue with Microsoft Visual C++ 2013 package.
Install or Repair it from below link.
Open the link and Click on Download
Select vcredist_x64.exe and vcredist_x86.exe and click Next.
Run the downloaded files one by one, If you are getting repair option Click on it, otherwise Choose install and complete it.
Make sure to repair/install both files and then restart the computer.
Try launching Lightroom.
No, still don't start. I will install it to another computer, lets see then if it works.
Did you recently upgraded to Windows 10 from Windows 7 / 8.1 ??
Also manually check whether the Windows is Up to date, if there is any system file issue, it wont update itself Automatically.
Also check whether the Graphics Card driver is up to date manually from manufacturer website like nVidia or Intel...etc
For confirmation purpose , run System File Checker command once and let us know the result of scan.
If SFC Scan find any error or missing/ corrupt files , you will have to check with CBS log.
No error messages from SFC Scan.
Runs on WIN 7 Ultimate, but hardware is sxxt.
Restore win 10 of the previous version, now works well.
We'll see how it works after the next Windows update ?

Oh , did you faced the problem after new Windows 10 update and did you roll back with System restore option ?
Win 7 update to Win 10 long time ago, no problems until now, so I just used restore option to go previous version win 10 version.
