I too have a Blank screen or CC icon is grayed out in top menu.
This is a consistent problem now. And I have to keep downloading CC,
trashing the opm.db file, re-installing CC and restarting to get CC back.
Recently it started disappearing after I login and I have to log in again and again.
This is not good. It's become so unstable.
I use a 27"Mac (late 2009) ati/radeon 4850 Graphics card OS 10.11.2
Never had this problem until last week.
After about step 3 or 4 on your remedy list CC works, so far. Whether it will last we shall see.
To be frank, my faith in Adobe has been seriously degraded by this month long escapade so I am actively looking at alternatives to Lightroom in order to avoid this sort of problem.
It seems to me that the Adobe "powers that be" spent quite a bit of time and effort blaming us users for this multi-faceted problem before they decided to tackle it and find to what was going on, but that's just my personal impression.

None of the suggested fixes worked and I now get CC “unexpected” quits every time it is launched upon startup. I can fix that by removing from the startup list but it should work.
I am at the end of my rope. What do you suggest, uninstall LR CC, PS CC and CC and reinstall everything?
This will be my last effort to make Adobe CC work for me.
