importing mp3 files with 32 000 sampel rate?

I am trying to import my converted mp3 files in Flash Pro CC and get the message that's it can't be done. The files have a sampel rate of 32, 000 kHz. 32 kbit/s (mono) 64 Kbit/s, stereo. It's voices so it' has not to be that high quality.

If the settings are wrong, I should like to know how to convert all my files without any loss of  quality and without becoming larger. Any one knows?

File size is dependent on data rate, not sample rate. If you have the original high quality sounds you should encode them to 44.1 kHz, 16 bit mono, 64 kbps. If you don't, then convert your current files to that format. The file size will remain the same.

I use a simple audio converter app for doing batches of sounds, but you could also use Adobe Media Encoder.
