This setting can be changed via Lightroom Preferences but for that you need to be able to open atleast one catalog.
If you have any catalogs already created, then choose "Select a different catalog" and choose that catalog to be opened.
If not, then choose "Create a New Catalog" > give a name for the New Catalog and it should open up.

Thanks but I've tried that without success. These options take me to My Pictures but when I enter a file or folder and hit "Choose" nothing happens. Is there any other way as I want Lightroom. but can't see any point in buying it until this is resolved. Is there any other path? Photoshop seems to work normally by the way.
Thanks. I've read the stuff you suggested but it doesn't help I'm afraid. My problem is that I can't get into Lightroom to reset the preferences.
I'm at a loss. Have you any other suggestions?
Do you have a folder called Lightroom inside the My Pictures folder?
If so, there will be a file called Lightroom 6 Catalog.lrcat (or similar) in that folder. That's the file you want.
You can also double-click that file from Windows Explorer to launch Lightroom.
You don't have to 'get into Lightroom' to reset the preferences.
Hold down [Shift]+[Alt/Opt] and launch Lightroom. Overwrite the preferences when the dialog prompts you.
You do not need to go into Lightroom to reset preferences.
Follow the below steps :
- Press windows and r keys to open run window and type appdata
- Then open : Roaming\Adobe\Lightroom\Preferences\
- Rename Lightroom 6 Preferences.agprefs to Lightroom 6 Preferences-old.agprefs
- Launch Lightroom.
