There's nothing you can do, because there is simply no detail in the highlights in the raw file.
You can ususallly retrieve highlight detail from a couple of stops of overexposure, but this one's too extreme.
The best thing you can do is to reshoot. This kind of scene could be well suited for HDR - see HDR merge for high contrast scenes | Adobe Photoshop Lightroom CC tutorials
In general, you should aim for a histogram that's not bumped up against the left and right sides, which indicates shadow and highlight clipping.
