I am experiencing the same issue with a user of mine.
We disabled the Windows firewall but it did not resolve the issue. Someone else on the same network is running Creative Cloud without problems so it could not be our router/internet connection. They have since removed the pre-installed McAffe but that did not change. Ran Windows Updates, no change. Ran the Creative Cloud EXE as admin, still no change.
They are uninstalling Creative Cloud and running the cleaning tool. I'll see if that fixed it when they check in tomorrow.
once you fix the problem please teach me , my adobe software long time no updated edy.

After uninstalling and running the CC cleaner tool we were able to install after using a different internet connection.
that links does not work !!!
