It’s a Windows error. Try re-installing Microsoft Visual C++ Redistributable 2012. Only use the official Microsoft download as there are many fraudulent sites offering malicious dll fixes.
Before downloading you could try a repair. Go to the Windows Control Panel, choose Uninstall a program, uninstall or change, select change and then repair.
I have exact same issue, and I have tried.
Un-install and install lightroom with all combinations
Re-installed Visual C++ Redistributable 2012
Logged out of all devices and back in.
Tried to overwrite the file msvCr120.dll with an original from the windows subdirectory.
I dont have any success at all for now.
I ran repair on Microsoft Visual C++ 2012 Redistributable(x64) and on (x86)
I'm not sure which one did the trick but I'm back in business
