There is no command to "copy" a photo in Lightroom.
You can however, create virtual copies, right-click on the photo and then select Create Virtual Copy.
Files cannot be copied as those are the previews that you work with.
You can create virtual copies.

I'm used to copying pics in PSE to paste into emails (which I know can be done directly from LR even thought I prefer to copy and paste in to outlook myself) and folders that I use to upload to print sites like Costco
Guess it's the LR way or go back to PSE

Well that's somewhat different than your original question.
In Lightroom, if you want a photo for use OUTSIDE of Lightroom, such as Print at Costco or e-mail, you Export the photo. Use the menu command File->Export...
