Adobe stopped offering DV and HDV capture firewire in Premiere Elements 13/13.1 and latest version 14/14.1. The last version of Premiere Elements to have this feature is 12/12.1.
What are you doing - DV data or HDV data capture firewire?

There are 3rd party applications for DV and HDV capture firewire, and you could import the captures into your Premiere Elements project with Premiere Elements' Add Media/Files and Folders....
For Windows 10, you could explore

A consideration for Windows 10 may relate to firewire drivers and "legacy drivers".

I ran into a similar problem trying to import DV video from a Canon Optura 30 video camera with Premier Elements 14. Fortunately, I had purchased Premier Elements 12, and was able to import using this version on my windows 10 computer. I will then edit my film clips using premier elements 14.
