I don't use the built-in Flickr publish service. I use a plug-in from Jeffrey Friedl to upload to Flickr and I do not have thjis problem ... if I change metadata, the plug-in replaces the existing photo on Flickr. (In the back of my mind, I also think you need to have a PRO account at Flickr for this to work, but you might want to research thjis as I'm not 100% sure I'm correct).

I have a Flickr Pro Account. It is very strange that all that works with Lightroom 5. I have regular Lightroom updated to Lightroom CC. After that Update i had this Problem with the internal Flickr Update Service. I'am the only one who uses this Service?
I believe this is an issue with the Flickr API, not LR. When the builtin LR Flickr plugin publishes or republishes a photo to Flickr, the Flickr API always returns the same URL back to LR, e.g.
This is the URL you'll see when you right-click a published photo in LR and do Show In Flickr. The URL takes you to the Flickr photo detail page, with all of Flickr's branding chrome surrounding the photo. This URL stays the same no matter how many times you republish the photo.
However, Flickr changes the URL of the actual .jpg each time -- this is the URL that you can see in the embedded sharing HTML fragment that Flickr provides you, e.g.
That URL, which starts with "http://farm2.statickflickr.com/..." above, is changed by Flickr each time a photo is republished. This is out of the control of LR -- you'd have to complain to Flickr directly.
The same thing occurs using Friedl's Flickr plugin in LR 6 / CC 2015.

Yes, i think this is the Problem.
I tried Friedl's Plugin - with the same Problem. The Photos are duplicated. This behaviour of Flickr is very angry. The Export Plugins are are don't make sense for my workflow. I want to update my Photos with new Metadata without getting new Photos in my Album.
Where can I find an official Contact-Address for this Flickr Prob by Yahoo?
