You can download Lightroom as many times as you want, but only two installations with the same serial number can be installed and activated at the same time.
HOWEVER: you cannot put a catalog file on a network drive.

In order to use the same catalog on multiple computers, you need to make sure that you have the catalog and the images shared and the catalog is able to find the all the images in their exact locations.
The best way to use same catalog is to use a external hard drive for the catalog and the images. In this way, you can access same catalog on multiple computer without
changing any location for any file or constantly moving or copying the files.

You can share the photos on a server.
You CAN NOT share the catalog itself on a server. The catalog MUST be on a local disk (internal or external), it cannot be on a server. You cannot have the catalog on your desktop as a networked drive and access it from your laptop.

The catalog must be located on a drive that is the local to the computer. It cannot be on a network drive. If you want to use the same catalog on both computers, it would be best to have catalog and previews folder on an external hard drive that could be switched from one computer to the other. For ease of operation, the images,which CAN be on a network drive, should have the same reference (i.e. drive letter or name) on both computers.
The images need to be accessible on both computers. The images are not in the catalog. In your situation, it would probably work best to have your images on the network drive.

The location of the images and the location of the catalog are completely independent.
LR is designed as a single-user, single-computer system. To share the catalog between computers takes some jumping though hoops. The easiest way is to put the images and catalog on an external drive then move the drive from computer to computer as needed.
