Please follow the steps below one by one and after each step if Lightroom works.First ensure that your Graphics card drivers are up-to-date.
- Sign out of Creative Cloud application and sign back in.Follow Sign in and sign out to activate Creative Cloud apps
- Please navigate to C:\Program Files\Adobe\Adobe Lightroom
- Right click on Lightroom.exe
- Select "Run as Administrator" .
3.While you open Lightroom keep Task manager open side by side and notice whether Lightroom Process does launch or not.
4.Reset Lightroom Preferences after backing up your catalog manually (copy Lightroomcatalog.lrcat from C:\Users\username\Pictures\Lightroom to desktop).To reset refer Resetting Preferences in Lightroom CC/6 | Lightroom Blog

If that does not help, Refer the Solution to this post and manually disable use of Graphics card for Lightroom
This worked I downloaded and ran the C++ repair module and re-installed LR and it now works. Thank you for the tip.
