If you're working exclusively with Premiere Elements, I wouldn't recommend spending too much on a high-end graphics card. The program simply doesn't take advantage of it. It's rendering process is pretty much all based on your processor.
A nice graphics card is always a good addition to a system -- but just know that it's not going to change Premiere Elements' performance to any degree.

In the thread that we are in now I would offer the following with regard to Premiere Elements' performance and video card/graphics card.
Premiere Elements 13/13.1 and 14/14.1 Windows offer Hardware Acceleration for rendering, playback, and export only if the computer is using an Intel HD Graphics 2000 and higher video card/graphics card and the preference for it is enabled in preferences. Premiere Elements continues not to support CUDA however. I have not seen any reports giving data on the degree of performance enhancement with the version 13/13.1 and 14/14.1 Hardware Acceleration.
Thanks to AT Romano + Steve Grisett, I installed Win7 64 bit and the trial of Premiere Elements 14 seems to be running now correctly.

Sorry for adding to this post so far down the line, I need to purchase a new pc and have been reading with interest these posts.
Can you confirm that Premiere Elements 14 will work with the latest GeForce cards as long as 64bit Windows 7 or 10 are installed?
Is there a particular graphics card(s) currently on the market that will enhance the software performance of Elements or is it a case of buying the fastest processor that I can afford.

That said, check out this excellent benchmark web site. Any processor rating a 6000 or above should give you excellent performance with Premiere Elements.
