Can you be more specific?
Are these spoken words, on an audio track, or text that appears on-screen? And what are you trying to replace it with?
Is the text added, as a title, in your project, or does it appear on your original video?
Have you tried just dropping the audio when the offensive words appear and then placing the newly recorded words on an audio track above them?
Once again, mm, if you can give us more details about what you're trying to do, we may be able to offer more detailed explanations.
My problem would be exactly locating the points where various bad words are. I had hoped for
a “find” and auto replace with feature”.

There is no tool in Premiere Elements (or any video editing program that I know of) that will automatically search the audio in your movie and censor or replace bad words.
This will need to be done manually, replacing each word with a bleep or another word.
