The application which "interprets" .air files is named

          "Adobe AIR Application Installer"

depending on the os (and the os language) it can be located in many places:

          - MacOsx /Applications/Utilities
          - WinXp c:/Program Files/ ... Adobe Air/Versions/1.5/
          - Linux /opt/... Adobe Air/Versions/1.5/

You can pass the .air file as a parameter as in this video: http://www.vimeo.com/1302408

thanks for the answer but when I run "Adobe AIR Application Installer.exe OffLineMD.air" I got error
" the AIR file is damaged. Try obtaining a new AIR file from the application author." but if I click on the air file it works fine

p.s. I can't see th letters in the video file
