What version of Premiere Elements, what computer operating system?
Instead of the Expert workspace default features, did you try resize Projects Assets or using the Quick workspace where there is no Project Assets? I am not seeing the problem.
Please consider and give details.
This is an example in Premiere Elements 13/13.1

I am running Premiere Elements 14.1 - just purchased it last week.
My issue looks very much like the one you've displayed, however, the Project Assets covers a bigger area.
That may be because I have the frame display zoomed in more so I can see the text in each frame.
If I try to resize PA while recording - the recording stops.
I did try recording in Quick work space, but what started happening is I can hear my voice in my headset - that's both with or
without having the 'mute audio while recording' box checked. This also happens intermittently when recording in PA.

Could you post a jpeg screenshot of what you are seeing even with your best possible arrangement of the workspace.

When working with the Narration Tool and your headset, have you moved the volume slider to the left as shown in screenshot below
Thanks for the screenshot. Have you resized Project Assets to it smallest representation? If so, then...
The is an "Pin" icon in the Project Assets Palette. When it is as shown in your screenshot (pin an gray background), when media is dragged to the Timeline from there, Project Assets remains open. If you click on the "Pin" icon to get the non gray background, Project Assets will close automatically after the file is dragged from it to the Timeline. Let us try to take advantage of the latter.
Pin icon with no gray background. Project Assets closed. Narration Tool started. Narration Tool stopped. Narration Clip on the Voice Track coupled with Project Assets automatically opening. Move the Timeline Indicator or start your next Narration, and Project Assets should automatically close for the running of the narration to be started or in progress.
