why "clear history" in safari is reseting "flash player"-settings to default settings on osx ?

OS: OSX 10.11.2

Flash Player: NPAPI-Plug-In-Version 20.0.0.267

Browser: Safari 9.0.2 (11601.3.9)

HOW TO REPRODUCE THE MISBEHAVIOR:

- change settings of the flash player in the system preferences.

- close system preferences

- open safari

- open any website

- quit safari

- check settings of the flash player. they are ok.

- close system preferences

- open safari

- open any website

- menu -> history -> clear history

- quit safari

- check settings of the flash player in the system preferences

- they are reseted now to default settings, WHY ?

Today i found following workaround:

- quit safari

- change settings of the flash player in the system preferences

- in finder menu -> "Go" -> "Go to folder..." -> "~/Library/Preferences/Macromedia/Flash Player/macromedia.com/support/flashplayer/"

- right click on Folder "sys" -> "Get Info"

- In the info window change the Permissions of your user from "Read & Write" to "Read only"

- close info window

Now you can "clear history" without reseting flash player - settings.
