I don't understand your question. Your catalogs are on your local hard drive. What are you referring to?
The catalog has to reside on your local computer (or it could be on an external disk), so no internet connection is required for that.
Are you having problems opening the catalog?

Jim, I did not realize that my Catalogues were actually on my hard drive
and thought that I needed the Web to access them and work on my photos. I

Just to clarify, everything that you do using Lightroom is done locally on your computer. The only time the web comes into play is to verify your payment and to deliver updates to the program. Of course, Lightroom mobile involves the web. But the Lightroom program, the catalogs and all of your images for all local on your computer hard drive.
This is my first foray into software as a service and now appreciate how
