The ability to capture tape-based digital video was removed in version 13, gary.
As I show you in my books, if you are working on a PC, you can use WinDV to capture miniDV footage or HDV Split to capture HDV footage over a FireWire connection and your video will be perfectly compatible with Premiere Elements.
If you are on a Mac, you can use MovieMaker to capture your video the excellent LifeFlix, available for $9.95 from the App Store.
Premiere Elements 14/14.1 on what computer operating system? We ask to be able to point you to possible 3rd party applications which support your computer operating system.
Nonetheless, the DV and HDV capture firewire feature is removed in 14/14.1 (current version) as well as in the prior version, 13/13.1.

The last version of Premiere Elements that has this feature is Premiere Elements 12/12.1.
