What computer operating system is your Premiere Elements 10 on? Important - What is the video card/graphics card that your computer uses?
Do you have the latest version of QuickTime 7 installed on your computer along with Premiere Elements 10?
What are your specific Share settings - for Share/Computer/AVCHD with one of the MP4 presets and adjusts under the preset's Advanced Button/Video Tab and Audio Tab?
Depending to the answers to the above, please include the properties of your source files and your project settings. However, the above is the most important to me at the present time.

I'm not sure what you mean by share settings, I'm unable to find where that
The only presets that I have are for various filming devices like AVCHD,
Flip, DSLR, DV, HDV, camcorders. Those are all i get.
My source video is an mp4 that I recorded in Open Broadcasting Software at
1920x1080, 30fps, 48k Hz compressed audio.

If your source is 1920 x 1080 @30 frames per second (assumed progressive frames per second), then your project preset should be
For export of the same, you go to the Share/Computer/AVCHD with Presets = MP4 H.264 1920 x 1080p30
