Have you tried CTRL-F3 (open/close property inspector). If only the tab is visible, try double=clicking the tab (this works in the later version, not certain about the old version 4).

In Windows, preferences are in your user-specific Fireworks configuration folder.
Windows [Drive]:\Documents and Settings\[UserName]\Application Data\Adobe\Fireworks CS#\English\
Delete the preferences file. If you cannot find it, use the windows find function to search for "Fireworks". The installation folder should be listed.
I'm running Version 4 (still macromedia) on Windows 10.
I cannot get to the Documents and Settings folder. It's some strange link. So I go to what I think is the replacement:
and I find a Macromedia folder with a Fireworks4 ->Configuration folder. Looks promising, but there is A LOT of stuff in there, so I'm not sure where to find the Property Inspector.
Thanks again for trying to help. I recognize that this is a very old program, running on a new OS, and it's probably not supported. Guess it's time to jump into the GIMP world.
Fireworks 4 never had a property inspector. It was introduced in the next release: Fireworks MX.
Perhaps that is the reason the property inspector is gone?
