This seems to be activation issue.
Would suggest you to follow the below steps :
- Quit Lightroom.
- Rename SLCache folder to SLCache-old located at : C:\Program Files (x86)\Common Files\Adobe\
- Rename SLStore folder to SLStore-old located at : C:\Program Data\Adobe\
- Right click on Lightroom icon and choose run as administrator
- License it and check if it works fine.
This is not the solution for this porblem. It wil connect me to the Cloud version of Lightroom, but i work off line on this PC.
Do you have standalone version of Lightroom or the Creative Cloud?
It is a stand olone version of Lightroom 5.7.1 with update Lightroom_5_LS11_win_5_7_1
