Please disable the option Soft Proofing to get the edited image in Lightroom.
It should look same to the exported image.
Soft proofing give you a view of proof copy of the file according to profile selected for printing.

It doesn't change anything, just the background colour in the UI.
You probably have a defective monitor profile, the different colors in different modules as well as different colors in LR and PS indicate that.
As troubleshooting, and as a temporary solution, try setting the monitor profile to sRGB.
If that fixes the issue, you should calibrate your monitor with a hardware calibrator.
More info... When I open the jpeg in Photos (on windows 10) and in Windows Photo Viewer, I see the PS version in Photo on the left and the LR version in Viewer on the right. Which shows that the Develop viewer may not necessarily be the issue.

Thanks Per I think hardware calibration is the direction I'm going to go in next. All monitors are set to sRGB, but as they are reclaims from my work (which could have been calibrated to a different machine) maybe this causes the issue?

Per, the profile setting through windows fixed it a treat even before the hardware calibration - I thought setting it via the monitor menu directly was setting it as sRGB, but that is not the case. Thank you!
